The results of the 3rd edition of ‘Startup Ranking 2021’ has been released today by the Union Minister of Commerce & Industry, Consumer Affairs, Food and Public Distribution, and Textiles at The Ashok Hotel in New Delhi.
As per reports, the States & Union Territories (UTs) were classified into 5 categories – Best Performers, Top Performers, Leaders, Aspiring Leaders and Emerging Start-up Ecosystems.
Meanwhile, four northeastern states have also been conferred with the recognition for their impressive strides along the sector. Meghalaya has emerged as the ‘Best Performer’, alongside Gujarat and Karnataka.
Meghalaya has attained the recognition for several praiseworthy initiatives, including – Creating robust programs, such as “From Idea to Execution” for capacity building of Higher Education Institutes and promoting the entrepreneurial spirit amongst students; Supporting Women & Grassroot Entrepreneurs through the PRIME Kickstart Grant and Innovation Scaleup Loan; Providing comprehensive mentorship through PRIME Acceleration Coaching.
Assam has been adjudged as ‘The Leader’ alongside Tamil Nadu, Uttarakhand, Uttar Pradesh and Punjab. However, Arunachal Pradesh has bagged the honour alongside Andaman & Nicobar Islands and Goa, among states/UTs with population of less than 1 Crore.
The frontier state – Arunachal Pradesh has received the honour for initiating several praiseworthy initiatives, including – Establishing a Seed Fund and Innovation Fund mechanism for startups; Providing advisory support and capacity building of enablers to create Entrepreneurship Cells in Higher Education Institutes.
Besides, the Certificate of Commendation have been given to the Commissioner of Arunachal Pradesh’s Department of Planning & Investment – Prashant Lokhande, for his instrumental efforts, including – boosting the startup ecosystem with various programmes and initiatives; Guiding the implementation of Ease of Doing Business (EoDB). Besides, the Joint Director (Investment), Government of Arunachal Pradesh – Tabe Haidar has also received the honour for his instrumental efforts, including – Conceptualizing the Arunachal Pradesh Entrepreneurship Development Programme (APEDP); Roping-in institutes as knowledge partners to facilitate and augment the startup and investment promotion process.
Taking to Twitter, the Arunachal Pradesh Chief Minister – Pema Khandu wrote “This is truly a very good news. Arunachal Pradesh’s Finance, Planning & Investment Dept, has been recognised as a leader in developing a strong startup ecosystem in state by @DoC_GoI. Congratulations Shri @prashantias2001 & Shri Tabe Haidar & their team for this impressive feat.”

Besides, Manipur, Nagaland and Tripura were the ‘Aspiring Leaders’ alongside Chandigarh, Dadra and Nagar Haveli & Daman and Diu, Himachal Pradesh, Puducherry; among states/UTs with population of less than 1 Crore. Mizoram has been clubbed under the ‘Emerging Start-up Ecosystem’.
Meanwhile, the ‘Leaders across 7 Reform Areas’ incorporate of 2 northeastern states. Meghalaya has emerged as the ‘Procurement Forerunner’, ‘Capacity Building Pioneer’. While, Assam & Meghalaya collaborated has emerged as the ‘Mentorship Champion’.

Speaking after declaring the awards, Goyal noted that Open Network for Digital Commerce (ONDC) had the power to spawn thousands of start-ups.
“The huge success that UPI has been in India, which has democratized the payment system in India. In the next 5 year, we will have ONDC democratize the e-commerce across India. So much so that we will have a few thousand start-ups may be more and a few hundred unicorns. Rather than three companies being 100 billion or one trillion size, you will have a thousand companies each of a billion dollar. That is what ONDC has the power to do,” stated the Minister.
Emphasizing that Indian ecosystem could become the best in the work, the Union Minister suggested that states could align with neighbouring ones, to learn from each other.
He also asked the department to get more start-ups on the Government E-Marketplace (GeM), saying that now even the Services had been brought under GeM.
