The Manipur Chief Minister – N. Biren Singh asserted that the northeastern state has been witnessing massive influx of Bangladesh & Myanmar nationals; and appealed masses to extend cooperation in identifying the illegal immigrants who have violated the regulations of Inner Line Permit (ILP) system.
Addressing the mediapersons on Sunday, the Manipur CM noted that the concerned issue has reached an alarming stage and the state government is seeking support from the citizens.
He urged the masses to inform the police and district administration, once they identify an illegal immigrant.
Referring the matter as “biggest threat” to the state, Singh announced that a “house-to-house survey” will be conducted soon to identify such violators.
“Appropriate actions will be initiated against any landlord who shelters illegal immigrants at their place ” – he stated.
He urged the local citizens not to give shelter to these illegal immigrants, in order to safeguard the language, culture and identity of small indigenous population.
“Altogether 613 people were arrested in the past four-five days for violating Inner Line Permit (ILP) norms,” – he added.
The CM informed that the state government has already declared 1961 as the base year for the ILP Act; and is gearing-up to launch mechanism for tracing the foreigners through face recognition cameras.
Recently, the State’s IPR Minister – S. Ranjan highlighted that the Manipur Legislative Assembly had unanimously adopted a private member resolution to establish the population commission in the northeastern state.
The Bharatiya Janata Party legislator – Khumukcham Joykisan had moved the resolution over the alleged infiltration of outsiders into the State.
Citing official data, he said that the population growth of 153.3% in Manipur’s hill districts from 1971-2001 increased drastically to 250% from 2001-2011.
He further informed that the state cabinet has also made it mandatory for non-locals to record their place of stay and mobile number linked with Aadhaar, at the time of seeking ILP pass.
Apart from the Deputy Labour Commissioners, concerned Deputy Commissioners (DCs) of the district have also been given the authority for issuing ILP cards.
