The Sikkim government has intensified its efforts to implement the Labour ID Card requirement for migrant workers, following concerns over the potential entry of individuals with criminal backgrounds into the state. With a large number of skilled and unskilled migrant workers entering Sikkim for jobs in various sectors, Labour Department Secretary Ragul K emphasized the need for proper police verification to prevent criminal activity.
The Sikkim Labour Regulation of Employment and Conditions of Service Act (2021) mandates that employers ensure every migrant labourer is verified before employment. Failure to comply will result in action against employers, and migrant workers found without verification will be detained and sent back.
To register, migrant labourers must provide a Voter ID card, Aadhar Card, and passport photo, and pay a registration fee of Rs 200 per person. The Labour ID Card is valid for a financial year and must be renewed before its expiry.
As of January 2025, a total of 18,995 labourers in the organised sector and 16,000 labourers in the unorganised sector have been registered with the Labour Department. The registration process will continue throughout the year, and flying squads have been formed to monitor and inspect strict implementation of the Act across the state.
The Labour Department has also developed a website, and an app will be launched soon to facilitate the registration process.
