Sikkim Assembly Passes Supplementary Budget And Key Bills

Gangtok, Feb 22: The Sikkim Legislative Assembly concluded the Second Session Part-II of the Eleventh Assembly (Supplementary Budget) 2024-25 at the Assembly Secretariat.

Chief Minister Prem Singh Tamang, also the Finance Minister, presented the First Supplementary Demands for Grants for 2024-25. The Assembly approved a gross additional expenditure of Rs 1,50,770.31 lakh, including Rs 22,500.90 lakh under the Revenue Account and Rs 1,28,269.41 lakh under the Capital Account. The net cash outgo stands at Rs 1,22,712.25 lakh. The house also passed the Sikkim Appropriation Bill, 2025.

Education Minister Raju Basnet introduced and secured the passage of the Mahatma Gandhi University Sikkim (Amendment) Bill, 2025. The Assembly also passed the Sikkim Motor Vehicle Taxation (Amendment) Bill, 2025, along with bills for the establishment of Swastik University, Trident University of Applied Sciences, Sri Venkateshwara University, and Sikkim Model Schools.

Additionally, amendments to the Sikkim Public Demands Recovery Act and the Sikkim Municipalities Act were passed. Reports tabled included the Audit Report and Annual Accounts of Sikkim Industrial Development and Investment Corporation Limited for 2021-22 and 2022-23, as well as the Comptroller and Auditor General’s Report on Financial and Energy Management by the Power Department for 2021-22.

Speaker Mingma Norbu Sherpa congratulated Chief Minister Prem Singh Tamang on receiving a 62.1% approval rating in the India Today Mood of the Nation poll. As part of Sikkim’s 50 years of statehood celebrations, students will be given access to the Assembly to understand legislative proceedings.

The Chief Minister expressed gratitude to the people of Sikkim and highlighted the government’s commitment to unity and development. The session concluded with a Vote of Thanks by Ministers Arun Kumar Upreti, Raju Basnet, and MLA Kala Rai, before the house was adjourned sine die.
