Kohima, Mar 7: The Nagaland Assembly on Thursday passed two government Bills—one amending the town planning law and another validating the Investment and Development Authority of Nagaland (IDAN).
Chief Minister Neiphiu Rio introduced the Nagaland Town and Country Planning (Fourth Amendment) Bill, 2025, which incorporates provisions for town planning schemes and peri-urban areas. He explained that town planning schemes involve pooling land from multiple owners with their consent to create a planned layout, including essential public amenities like roads, schools, and hospitals. He also emphasized the need for master plans in peri-urban areas, which gradually transition from rural to urban zones.
Deputy Chief Minister T R Zeliang presented the Investment and Development Authority of Nagaland (Validation) Bill, 2025, to formally validate the 2018 notification establishing IDAN as an investment promotion agency. Zeliang stated that the absence of legislative backing had raised concerns among various organizations and government bodies regarding its legal status.
Although the Assembly Secretariat suggested amendments, the opposition-less 60-member House did not raise objections. Speaker Sharingain Longkumer put both Bills to vote, and they were passed unanimously by voice vote.
