Aizawl, 11 April 2025: Mizoram Chief Minister Pu Lalduhoma, accompanied by Home Minister Pu K. Sapdanga, who also oversees the Urban Development & Poverty Alleviation (UD&PA) Department, visited the Integrated Command & Control Centre (ICCC) at Treasury Square, Aizawl, on Friday to assess its operations under the Smart City Mission.
The Chief Minister lauded the advanced surveillance system, which now covers most of Aizawl’s densely populated areas through an extensive CCTV network. He highlighted the ICCC’s role in maintaining public order and ensuring safety, noting its potential for wider application in nearby regions and disaster-prone zones. He called for enhanced coordination among departments to fully utilize the centre’s capabilities.
During the visit, Pu K. Sapdanga emphasized the ICCC’s real-time monitoring features, citing its recent role in verifying a false social media report about a violent incident involving armed youths. The system, he said, has proven valuable in countering misinformation and improving response efficiency.
Providing a technical overview, Aizawl Smart City CEO Pu C.C. Lalchhuangkima stated that 237 standard CCTV cameras and 39 Pan-Tilt-Zoom (PTZ) cameras have been installed across 76 strategic locations. Facial recognition systems are active at five high-priority sites, while the PTZ cameras offer high-resolution zoom capabilities for detailed surveillance.
The centre also features Automatic Number Plate Recognition (ANPR) to track vehicular movement and traffic violations. Variable Message Displays (VMDs) have been installed at five key points for public announcements, and free Wi-Fi is available at 15 locations.
Ranked among the top three ICCCs in India, the Aizawl facility retains video footage for 30 days, with important data archived and non-essential recordings deleted. Since its commissioning, the system has helped identify nearly 600 cases.
Toyota, under its Corporate Social Responsibility (CSR) initiative, has donated additional CCTV equipment to strengthen Aizawl’s traffic management infrastructure. These assets will be integrated into the ICCC system.
Inaugurated by Union Home Minister Shri Amit Shah on 1 April 2023, the ICCC—locally known as Aizawl Ven Buk—was developed at a cost of Rs. 87.18 crore. The monthly operational cost stands at approximately Rs. 7.8 lakh. The facility is also open to public access at a nominal fee of Rs. 100.
The Chief Minister’s visit was accompanied by Planning and UD&PA Secretary Pu Lalmalsawma Pachuau, senior officials from the UD&PA Department, Aizawl Smart City Limited, ICCC staff, and personnel from the Police Department.
