The Directorate of Health Services, Government of Manipur, has reconstituted 19 specialised committees to strengthen the state’s COVID-19 control measures. The move, formalised through a memorandum issued on June 12, 2025, supersedes all previous orders in this regard.
Each committee will function under clearly defined responsibilities and will be led by a designated team leader. The teams comprise experts and officials from various departments, aiming for a coordinated and comprehensive response to potential COVID-19 challenges.
Dr. Chambo Gonmei, Director of Health Services, has been appointed as the Team Leader of the State Technical and Expert Advisory Committee, which includes key officials such as Dr. N. Hemantakumar, Director of Health and Family Welfare, Dr. Y. Premchandra Singh, and Dr. M. Vivekson. Medical superintendents from JNIMS and RIMS, along with specialists from paediatrics, community medicine, psychiatry, anaesthesiology, and forensic medicine, have also been inducted into the committee.
Among the reconstituted teams, Dr. S. Ingcoha will oversee quarantine management, while Dr. U. Jugindro will be in charge of construction-related tasks. Isolation ward and ICU screening will be supervised by Dr. W. Jubilee, and surveillance and screening efforts will be led by Dr. S. Gopal Singh. The state COVID control room will be handled by Dr. Roshan Keisham. Dr. Homendro will coordinate waste management and oxygen supply, while press releases and media communication will be managed under Dr. Chambo Gonmei, supported by a team of IEC consultants. Vaccine and cold chain logistics will be managed by Dr. Ksh Memcha, ambulance services by Dr. Y. Dennis, home isolation protocols by Dr. A. Sylvia Devi, psychological support by Dr. A. Ranita, and private sector coordination by Dr. Sujata Huidrom.
The committees have been directed to establish operational spaces within the Medical Directorate and are required to hold meetings at least once daily or as instructed. Issues requiring urgent or technical attention will be escalated to the State Technical Expert Committee. Overall coordination among the teams and departments will be supervised by the Director of Health Services. The memorandum has been circulated to all concerned departments, including the State Mission Director, to ensure a timely, efficient, and well-structured response to any emerging COVID-19 situations in the state.
