Manipur Launches Online Property Tax Platform For 26 Municipal Councils, becomes First State To Sign Under National Urban Digital Mission

In a landmark step towards digital governance, the Manipur Municipality Property Tax Board (MMPTB) officially launched its Online Property Tax Platform today, covering 26 Municipal Councils across the state. The launch marks a major milestone in the state’s drive for transparent and efficient urban administration.

The platform was inaugurated by P.K. Singh, IAS, Chief Secretary, Government of Manipur, at a ceremony held at the Conference Hall, Manipur Secretariat South Block. Commending MMPTB’s efforts, he emphasized the need for capacity building, transparency, and door-to-door services to ensure smooth adoption and maximum reach.

The launch also featured a live video interaction with Manpreet Singh, Chief Programme Officer of the National Urban Digital Mission, and a tutorial video showcasing the property registration process.

Several dignitaries attended the event, including H. Deleep Singh (Retd. IAS), Chairman of MMPTB; N. Ashok Kumar (IAS), Commissioner (Finance); N. Kheda Varta Singh (IRS), Secretary (Revenue); Ng. Uttam Singh (MCS), Director (MAHUD); O. Nodiachand Singh, Director (MARSAC); K. Chandrakumar Singh, Municipal Commissioner (IMC); and Th. Harikumar Singh (Retd. MMAS), CEO, Imphal City Ltd. Also present were senior officials and members of various Municipal Councils.

The project’s foundation was laid with a Memorandum of Understanding (MoU) between the National Institute of Urban Affairs (NIUA) and MMPTB in May 2022, making Manipur the first state in the country to sign under the National Urban Digital Mission of the Ministry of Housing and Urban Affairs (MoHUA). NIUA provided critical financial and technical support during the development of the platform.

Deloitte Touche Tohmatsu India LLP, selected from an empanelled list of agencies, designed and implemented the system on the UPYOG platform, following their onboarding in June 2023.

The newly launched digital interface enables users to register properties, conduct self-assessments, pay property taxes, and process requests for amalgamation, separation, and mutation—all online. Moirang has been identified as the pilot rollout site beginning next month.

Training has already been completed for officers and staff from all 26 Municipal Councils, as well as 12 students from Manipur Technical University (MTU), ensuring readiness for the platform’s deployment.

Under the Manipur Municipalities Act, 1994, all 27 Urban Local Bodies (ULBs)—including one Municipal Corporation (IMC) and 26 Municipal Councils—are mandated to begin property tax collection from the 2025–26 financial year. This web-based application, developed by MMPTB, will be a crucial tool for ensuring seamless, transparent, and accessible tax services for both citizens and municipal bodies.
