Agartala, June 23, 2025: Tripura has been officially declared a fully literate state, making it the third state in India after Goa and Mizoram to attain this landmark achievement. The announcement was made by Chief Minister Dr. Manik Saha during a special event held at Rabindra Satabarshiki Bhavan in Agartala on Monday.
The declaration is based on recent findings from the Understanding Lifelong Learning for All in Society (ULLAS) – part of the Nav Bharat Saksharta Karyakram, also known as the New India Literacy Programme (NILP).
“Tripura has reached a literacy rate of 95.6% as per the 2024–25 NILP survey,” said Dr. Saha, highlighting the state’s progress from a modest 20.24% literacy rate in 1961 to over 87% in the 2011 census. The state saw a further rise from 93.7% in 2023–24 to 95.6% in the current year, according to the Periodic Labour Force Surveys.
The event was attended by Priti Mina, Secretary, Ministry of Education, who explained the rigorous evaluation criteria used to confer the fully literate status.
Dr. Saha credited the achievement to a combination of regular literacy evaluations, the efforts of over 2,200 volunteers, and the support of 943 Samajik Chetana Kendras. “Three comprehensive literacy assessments were conducted, each showing significant improvement,” he noted.
The programme’s inclusive nature was exemplified by cases like that of an elderly woman successfully clearing her literacy test, demonstrating its far-reaching impact.
Successful candidates are being certified by the National Institute of Open Schooling (NIOS), ensuring official recognition of their learning.
Calling literacy a pillar of the Viksit Bharat vision, Dr. Saha appealed to society to support education for domestic workers and marginalised communities, stating, “Literacy must be universal – cutting across all social and economic boundaries.”
