The Mizoram Assembly on Wednesday passed the Mizoram Prohibition of Beggary Bill, 2025, introducing measures to curb begging while promoting rehabilitation.
Social Welfare, Women and Child Development Minister Lalrinpuii said the legislation seeks to restrict beggary and provide sustainable livelihood opportunities for those affected.
She noted that Mizoram has relatively few beggars due to strong community support, church participation, NGOs, and welfare schemes, but the government has observed a gradual increase in the issue.
Opposition members raised concerns about the broader implications of the Bill during the assembly discussion.
