The Government of Nagaland has signed a Memorandum of Understanding (MoU) with the Capacity Building Commission, Karmayogi Bharat, to implement Mission Karmayogi in the state. The signing ceremony and a day-long workshop on the Mission were held at the Capital Convention Hall, Kohima on Wednesday, organized by the Department of Personnel & Administrative Reforms, Government of Nagaland.
Chief Secretary Sentiyanger Imchen expressed gratitude to the Capacity Building Commission of India for introducing and conducting orientations for state officials on various aspects of Mission Karmayogi. He highlighted that the Mission, launched by the Government of India in 2020, aims to develop a competent and future-ready civil service to ensure efficient public service delivery and equitable governance.
Imchen noted that while many states have partnered with the Capacity Building Commission, Nagaland has only recently begun structured training programmes through the Department of Personnel and Administrative Reforms and the Administrative Training Institute. He emphasized that regular, need-based training equips officers with updated knowledge, functional skills, and the right attitude to handle complex governance issues.
The Chief Secretary explained that registration and training modules will be conducted through the digital platform iGOT Karmayogi, enabling officers from remote districts to access quality learning resources. He urged all officers and departmental heads to prioritize continuous learning and professional development, stating that training should be treated as an essential investment for effective governance and service delivery.
Expressing gratitude to Dr. Ramaswami Balasubramaniam, Soumi Banerjee, and their team for their commitment, Imchen hoped that the MoU would mark the beginning of a long-term partnership in strengthening governance and capacity building in Nagaland.
Director of the Administrative Training Institute (ATI), Akunu S. Meyase, highlighted the state’s focus on continuous learning and skilling for its workforce. She stated that ATI Kohima serves as the apex training centre for general administration and governance, while technical institutes conduct domain-specific training. Existing programs include foundational training for new recruits, mid-career training for various levels of officers, and capacity-building initiatives for departmental staff, in coordination with national and other state training institutes.
Meyase also informed that ATI Kohima is developing a web portal, in coordination with the Information Technology & Communication Department, to track training history and needs of all employees, enabling targeted capacity-building initiatives.
Dr. Ramaswami Balasubramaniam, Member-HR, Capacity Building Commission, briefed participants on Mission Karmayogi, outlining its objectives, framework, Capacity Building Plans (CBP Approach), Karmayogi Competency Model, and NSCSTI Eight Pillars for Standardisation.
The workshop was attended by Administrative Heads, Heads of Departments, and senior officials of the state. Resource persons included Soumi Banerjee, General Manager, Strategic Alliance and Partnership, Karmayogi Bharat; Akshay Sharma, Program Manager, Karmayogi Bharat; and Rahul Porwal, Consultant, Capacity Building Commission.
