A one-day state-level workshop on Electronic Detailed Accident Report (eDAR), Cashless Treatment of Road Accident Victims Scheme 2025, and Compensation to Victims of Hit and Run Vehicles Accident Scheme was held today at the Institute of Driver Training and Research Centre (IDTRC), Top Dussara, Imphal East.
The workshop was organised by the Transport Department, Government of Manipur, in collaboration with the National Informatics Centre (NIC), Manipur State Unit.
Anurag Bajpai, IFS, PCCF & HoFF and Additional Chief Secretary (Transport/TCI), Government of Manipur, attended as the Chief Guest. Kengoo Zuningla, IAS, Secretary (Science & Tech)/CEO, State Health Agency Manipur, and Jogeshchandra Haobijam, IPS, DIGP and State Police Nodal Officer (eDAR), graced the event as Guests of Honour.
In his address, Anurag Bajpai underscored the importance of adopting digital initiatives such as eDAR and the Cashless Treatment of Road Accident Victims Scheme, describing them as crucial for enhancing road safety and emergency response. Citing data from the Ministry of Road Transport and Highways, he noted that India recorded over 4.8 lakh road accidents in 2023. In Manipur alone, more than 3,000 road accidents occurred in the past seven years, claiming 834 lives.
He further pointed out that Manipur’s road accident mortality rate stands at 29%—significantly higher than the national average of 9.3%—and called for urgent and effective implementation of these schemes. He also stressed the need for better training and skill development for police, paramilitary forces, and administrative officials in handling accident cases and emergency medical transport.
Highlighting the potential of these digital measures, he said that the initiatives could bring about a major transformation in emergency response and governance, ensuring timely assistance to victims. He also announced that the Director of Transport would review the progress of eDAR implementation during monthly review meetings.
During the technical session, Nongdren Khomba from NIC presented an introduction to the eDAR (iRAD) project, while Kh. Sanjeev, DTO Imphal West, discussed cashless treatment under eDAR. Rinsophy Chamroy, Nodal Officer, SHA Manipur, spoke on the role of PMJAY-empanelled hospitals and the State Health Agency, and Shri Naorem Ibomcha Singh, Senior Divisional Manager, National Insurance Company Ltd., addressed fake motor accident claims. The session concluded with Shri I. Hemochandra, DTO Thoubal, speaking on compensation for hit-and-run victims.
The workshop was attended by DLOs, officials from the Transport Department, and representatives of the NIC.
