Shillong, Dec 17: Lok Sabha MP from Shillong, Ricky AJ Syngkon, has urged the Central government to extend the Inner Line Permit (ILP) regime to Meghalaya, citing concerns over demographic vulnerability and border security in the tribal-dominated state.
In a letter addressed to the Ministry of Home Affairs, Syngkon referred to a unanimous resolution passed by the Meghalaya Legislative Assembly on December 19, 2019, seeking implementation of ILP under the Bengal Eastern Frontier Regulation, 1873. He said the rare all-party consensus reflected widespread concern across society over unregulated influx and its potential impact on indigenous communities.
The MP noted that despite repeated representations by successive state governments and civil society organisations, a decision on the matter is yet to be taken, which continues to cause public anxiety. He stated that the demand for ILP is consistent with the protections provided under the Sixth Schedule of the Constitution for tribal areas.
Syngkon pointed out that ILP is already in force in neighbouring states such as Arunachal Pradesh, Nagaland, Mizoram and Manipur to regulate entry, settlement and migration. Extending the regime to Meghalaya would bring the state in line with other states in the region, he said.
He urged the Centre to approve the proposal at the earliest or, alternatively, provide a clear and time-bound roadmap on the issue.
