Tripura Tops Deregulation Rankings, Shares Reform Blueprint with Bihar

Agartala, January 09, 2026: A senior delegation from the Government of Tripura, comprising officials engaged in Deregulation, BRAP, and the State Single Window initiative SWAAGAT, visited Patna for a one-day Knowledge Transfer and Experience Sharing programme with the Government of Bihar. The visit was hosted at the invitation of the Chief Secretary of Bihar, acknowledging Tripura’s nationally acclaimed achievements in Compliance Reduction, Deregulation, and Ease of Doing Business reforms.

Tripura has positioned itself as a national leader in deregulation and compliance reduction, becoming the first state to fully implement all 23 Priority Areas under Phase-I of the Compliance Reduction & Deregulation exercise. The Cabinet Secretary, Government of India, has formally recognized Tripura’s pioneering role, praising its reform strategy and urging the state to sustain its momentum in Phase-II. Tripura also secured the Joint No. 1 rank in Deregulation 1.0, alongside Odisha and Uttar Pradesh.

The delegation was led by J. K. Sinha, IAS, Chief Secretary of Tripura, and included Kiran Gitte, IAS, Secretary, Industries, Abhishek Singh, IAS, Secretary, Urban Development, senior officers from the Industries Department, and members of the SWAAGAT team. Officials directly involved in Deregulation, BRAP, and Ease of Doing Business reforms were also part of the group.

The meeting was convened at the Old Secretariat Bhavan, Patna, in the presence of the Chief Secretaries of both states and senior officers from Bihar. Secretaries of the Government of Bihar associated with Deregulation, BRAP, and Ease of Doing Business also participated. Tripura’s delegation presented its reform journey, outlining strategies, policy coordination mechanisms, and departmental execution frameworks that enabled successful implementation of Phase-I reforms.

A central theme of the discussions was digital governance, with Tripura showcasing SWAAGAT—its State Single Window Portal—as the backbone of reform delivery. The portal enables online approvals, integrates departmental workflows, reduces regulatory complexity, and ensures transparency and time-bound service delivery, directly advancing Deregulation and BRAP objectives.

The contribution of Tripura’s homegrown startup, iLogitron Technologies Pvt. Ltd., was also highlighted. The firm has played a pivotal role in developing and maintaining SWAAGAT, which is now recognized nationally as a best practice in e-Governance. Project Director Abhishek Dhar and Technical Director Debasish Dhar presented detailed insights into the portal’s architecture, scalability, and impact, emphasizing its alignment with reform goals.

The session also explored the potential technology transfer of SWAAGAT to Bihar, underscoring the growing spirit of inter-state collaboration in digital public infrastructure. The visit exemplified cooperative federalism, where reform-driven states share tested models and demonstrate how state-supported startups can deliver nationally lauded governance solutions.

The programme concluded with a State Lunch hosted by the Government of Bihar, reinforcing institutional ties between the two states and reaffirming their shared commitment to advancing Ease of Doing Business reforms and citizen-centric governance.
