Itanagar, Jan 9: The Arunachal Pradesh cabinet has approved a series of decisions covering healthcare, fire and emergency services, prisons, education, urban governance, and forest protection, aimed at strengthening public services and employment across the state.
In the healthcare sector, the cabinet approved a proposal authorising HLL Lifecare Ltd. to establish diagnostic laboratories in 256 sub-centres, 82 Primary Health Centres, 25 Community Health Centres, and 64 Block Public Health Units under the 15th Finance Commission grants. The decision also includes implementation of a Laboratory Management Information System across all state health facilities to enable digitised supply chain and inventory management. HLL Lifecare Ltd. will additionally obtain Atomic Energy Regulatory Board certification for radiology services at district hospitals and CHCs. Tele-radiology services for CT scans, already operational at eight locations, have so far benefited around 12,000 patients.
To address fire safety concerns, the cabinet endorsed the Arunachal Pradesh Fire and Emergency Services Bill, 2025, which will replace the existing 1991 Act. The proposed legislation aims to modernise fire and emergency response systems and will be placed before the Legislative Assembly. The cabinet also approved promotions to Special Grade for 142 firefighters who have completed 15, 20, or 30 years of service.
In the prisons sector, the cabinet sanctioned 91 posts for seven sub-jails located at Longding, Khonsa, Changlang, Pasighat, Yingkiong, Aalo, and Koloriang. In education, 58 new posts were approved, including 14 positions for two newly established government model degree colleges at Piyong in Namsai district and Kanubari in Longding district. The cabinet also cleared 12 assistant professor posts for Sociology, Commerce, and Mass Communication courses.
The cabinet further approved the creation of a new Directorate of Urban Local Bodies under the Department of Urban Affairs, in line with provisions of the 74th Constitutional Amendment, to strengthen urban governance mechanisms.
In the forest and wildlife sector, the cabinet allowed a one-time relaxation of residency provisions under the Arunachal Pradesh Forest Service Rules, 2019, to address cadre stagnation. The move is expected to benefit 48 APFS officers directly and around 60 frontline forest staff indirectly. Recruitment rules for the Special Tiger Protection Force were also finalised for Pakke, Namdapha, and Kamlang tiger reserves, enabling the creation of 324 Special Tiger Guard posts with effect from March 6, 2024, to strengthen anti-poaching efforts under Project Tiger.
The decisions reflect the state government’s focus on improving healthcare access, public safety, education infrastructure, urban administration, employment generation, and environmental conservation, particularly in border and remote regions of Arunachal Pradesh.
