A media briefing on the recruitment process of the Manipur Staff Selection Commission (MSSC) was held today at the Commission’s temporary office located at the Deputy Commissioner Complex, Imphal West.
Addressing the media, T. Ranjit Singh, retired IAS officer and the first Chairman of the newly constituted MSSC, reaffirmed the Commission’s commitment to ensuring a transparent, secure, efficient and merit-based recruitment system for subordinate posts in Manipur.
The Chairman informed that he assumed charge on September 2, 2024, following his appointment under Section 3 of the Manipur Staff Selection Commission Act, 2022. As a newly established body, the MSSC is currently functioning with limited manpower, including officers deputed in addition to their regular duties. Despite these constraints, he said, the Commission is making concerted efforts to put in place robust and credible systems.
Clarifying the jurisdiction of the Commission, Ranjit Singh stated that the MSSC will conduct recruitment examinations only for Group C and Group D posts, while recruitment to gazetted posts will continue to be undertaken by the Manipur Public Service Commission (MPSC).
Highlighting a major reform initiative, he announced that the State Government has approved the conduct of recruitment examinations through Computer-Based Testing (CBT) mode. Being introduced for the first time in Manipur, the CBT system is aimed at eliminating human error and manipulation, thereby ensuring fairness and smooth conduct of examinations.
The Chairman further informed that the Commission has issued its first recruitment notification for around ten regular posts of Multi-Tasking Staff (MTS). Although government appointments are generally made on a contractual basis initially, special approval was obtained from the Governor-in-Council, as the State is presently under President’s Rule, to make these appointments on a regular basis.
Ranjit Singh stated that online applications are being accepted from 10 a.m. onwards through the Commission’s fully functional official website. Eligible candidates can apply online; however, sponsorship from the concerned Employment Exchange Office is mandatory.
Appealing to candidates and parents, the Chairman urged them not to fall prey to rumours and assured that there would be zero tolerance for corruption in the recruitment process. He emphasized that selections would be made strictly on merit and that sincere candidates who prepare well and adhere to instructions would be given a fair opportunity.
He also assured that the Commission remains open to addressing queries and assisting candidates. “There is no need to panic. Only deserving candidates will be selected,” he said.
Expressing confidence in the role of the MSSC, Ranjit Singh stated that the establishment of the Commission would bring a significant transformation in the recruitment of Group C and Group D subordinate staff and contribute meaningfully to good governance in Manipur in the years to come.
