Six Districts Lag in Aadhaar Coverage as Tripura Sets Fresh Enrolment Targets

Agartala, February 19, 2026: The State-Level Unique Identification Implementation Committee (UIDIC) meeting for 2026 was held in Agartala on Wednesday under the chairmanship of Jitendra Kumar Sinha, IAS, Chief Secretary of Tripura. The meeting reviewed the status of Aadhaar enrolment and authentication services across the state and set fresh targets for time-bound implementation.

Senior officials from the Unique Identification Authority of India (UIDAI) Regional Office, Guwahati, including Ngachan Zimik, DDG, and Colonel Abhishek Koushik, Director, attended the meeting. Heads of various state departments were also present, including senior officials from Rural Development, Health, Education, Food, Civil Supplies and Consumer Affairs, Labour, Social Welfare and Social Education, and the Election machinery.

Ngachan Zimik delivered a detailed presentation on Aadhaar enrolment progress in Tripura, highlighting an upward trend in enrolments, demographic updates and authentication usage across districts. He, however, underlined several focus areas requiring immediate administrative intervention.

A key priority identified was accelerating Aadhaar enrolment for children in the 0–5 years age group through Birth Registration Based Aadhaar Enrolment (BRBAE) at district hospitals, health facilities and birth registration units using the Birth Registration Number (BRN). The Chief Secretary directed the Health Department to ensure optimal utilisation of Aadhaar enrolment kits to fast-track child enrolment.

Special emphasis was laid on low-saturation districts like Khowai, Sepahijala, Gomati, West Tripura, Dhalai and South Tripura, where departments were instructed to prioritise enrolment of children in the 0–5 years bracket.

The meeting also reviewed the implementation of Mission Mode Mandatory Biometric Update (MBU) camps in schools. The Chief Secretary directed the School Education Department to intensify MBU drives and, if required, seek support from the Rural Development Department as the nodal agency to enhance outreach.

Another major agenda item was the digitisation of non-digitised documents issued by the State Government and the incorporation of QR codes to enable verifiable authentication. The Chief Secretary instructed all concerned departments to ensure that documents are digitised in a secure and digitally verifiable format to enhance transparency and curb misuse.

In a move to strengthen service delivery mechanisms, the expansion of Aadhaar authentication across departments was discussed. The Chief Secretary directed the Department of Information Technology to onboard as an Authentication User Agency (AUA) to facilitate seamless Aadhaar-based verification for public services.

During the meeting, the DDG, UIDAI RO Guwahati informed that the UIDAI-run Aadhaar Seva Kendra in Agartala has been relocated from Motor Stand to Banamalipur, Jail Road, opposite Nazrul Kalakshetra, to improve accessibility and convenience for residents.

Officials also highlighted the features of the new Aadhaar App under the “One Family-One App” initiative, which enables offline and QR-based verification, biometric lock and unlock facilities, and simplified onboarding of Offline Verification Seeking Entities (OVSEs). The app is expected to facilitate hassle-free verification processes in sectors such as hospitality, healthcare and age verification.

Concluding the meeting, the Chief Secretary stressed the need for coordinated and result-oriented efforts between all state departments and the UIDAI Regional Office, Guwahati to achieve enrollment saturation and strengthen Aadhaar-enabled service delivery within stipulated timelines.
