Agartala, February 24, 2026: The Government of Tripura, through its Urban Development Department, has officially issued a notification declaring the Final GIS-based Master Plan for the Agartala Planning Area with a horizon year of 2045, marking a significant step towards planned, sustainable and resilient urban development of the state capital.
In the notification, the government acknowledged that Agartala, as the administrative, economic and cultural hub of Tripura, has witnessed rapid spatial expansion, rising population density and growing pressure on urban services. The absence of an updated statutory Master Plan, the notification noted, had led to unregulated land use changes, traffic congestion, infrastructure stress and environmental degradation, particularly in sensitive and peripheral areas.
To address these challenges, the government emphasised the need for a comprehensive GIS-based Master Plan for 2045, aimed at regulating land use, guiding infrastructure development, strengthening climate and disaster resilience and ensuring coordinated decision-making among all implementing agencies.
As per the notification, the Tripura Urban Planning & Development Authority (TUDA), under the Urban Development Department, had earlier declared the Agartala Planning Area under the Tripura Urban Planning and Development Act, 2018. The notified area covers 238.57 square kilometres, comprising the Agartala Municipal Corporation and 49 adjoining Gram Panchayats, either partially or fully.
Invoking powers under Section 53(1) of the Act, TUDA has now formally declared the preparation and finalisation of the GIS-based Master Plan. The plan focuses on preparing GIS-based base and existing land-use maps, conducting transportation, infrastructure, socio-economic and environmental assessments, identifying government assets and vacant lands, and delineating environmentally sensitive zones. It also includes formulation of a proposed land-use plan for 2045, statutory zoning and development control regulations, sector-wise infrastructure plans and investment strategies, while promoting an inclusive, accessible and climate-resilient urban form.
The final Master Plan document, maps and zoning regulations will be available for public access at the offices of the TUDA Commissioner, Agartala Municipal Corporation, District Magistrate and Collector (West Tripura), concerned Block Development Offices, and on the official website of the Urban Development Department.
The notification was issued by order and in the name of the Governor of Tripura and signed by Dr. Milind Dharmrao Ramteke, IAS, Secretary to the Government of Tripura.
