Assam Government Constitutes 8th Pay Commission To Revise State Employee Salaries

Guwahati, Feb 24: The Government of Assam on Tuesday constituted the 8th Assam Pay Commission, 2026, to review and revise the pay structure of state government employees. The commission will be chaired by retired IAS officer Subhash Chandra Das.

According to the official notification, the Finance Secretary (Pay Research Unit) will serve as the Member Secretary of the commission. Other members include the senior-most secretaries from the Personnel, Administrative Reforms and Training, Pension and Public Grievances (ARTPPG), and Finance departments, along with the LR-cum-Commissioner and Special Secretary of the Judicial Department, Special Director of Finance (Budget), and Ratul Mahanta of Gauhati University.

The commission’s mandate excludes officers belonging to the All India Services as well as employees drawing pay under UGC, AICTE, or other technical scales in colleges and institutions. It has been tasked with reviewing emoluments, service conditions, pay structures, and allowances while focusing on equity, performance standards, and fiscal sustainability.

Key considerations for the panel will include Assam’s pay revision history, prevailing national and state economic conditions, development priorities, revenue constraints, and provisions under the Assam Fiscal Responsibility Act, 2005. The commission will also take into account recommendations of the forthcoming 8th Central Pay Commission once they become available.

The panel has been directed to submit fiscal impact assessments, phased implementation options, and cash-flow projections as part of its recommendations. The move follows the pay revisions implemented under the 7th Pay Commission in 2016.

The government stated that future salary revisions would be linked with administrative reforms, including Human Resource Management System (HRMS) integration, adoption of digital tools, performance-based evaluation mechanisms, and skill development initiatives, while maintaining fiscal discipline.

Headquartered in Guwahati, the commission has been asked to submit its report within 18 months, with provisions for extension if required.
