Mizoram CM Lalduhoma Lays Foundation Stone For Aizawl Beautification Project

Aizawl, Mar 17: The foundation stone for the Aizawl City Beautification Project under the Lammual Master Plan (Early Bird Project) was laid today by the Chief Minister, Lalduhoma, at the former Assam Rifles located land at Heritage Court, Aizawl. The event was attended by UD & PA Minister Mr. K. Sapdanga, along with the Speaker, Ministers, MLAs, and other dignitaries.

In his address, the Chief Minister stated that the Advisory Committee, responsible for planning the use of the land includes representatives from various sections of society. The decisions made are not merely those of the government but reflect the collective will of the people. Numerous suggestions were received regarding land utilization, and the present plan has been finalized after careful consideration. He further clarified that no additional proposals will be entertained, as the current plan stands as final and definitive.

The Chief Minister highlighted that the project aims to transform central Aizawl into a beautiful and vibrant space one that will serve as a recreational area for children, a welcoming place for youth, and a comfortable environment for the elderly. He urged all citizens to participate wholeheartedly in the initiative, keeping in mind that it is for the collective benefit of the people. He also called upon those involved in executing the project to work diligently with a sense of responsibility toward the state.

The programme was chaired by Lalmalsawma Pachuau, Commissioner & Secretary, UD & PA. Rev. R. Lalbiakliana, President of the Council of Churches in Mizoram, offered the invocation, and Jacob Lalawmpuia, Director, UD & PA and Member Secretary of the Joint Steering Committee, presented a brief report.

Key Features of the Master Plan:

Construction of a new road at the east side from Saron Veng (near BCM Church) connecting to Head Post Office and widening of the existing roads in city centre. Rs 23 crore already sanctioned for road development and improvement works, to be executed by PWD.

Development of Aizawl Square starting from Bazar Bungkawn, along with Police Outpost.

Establishment of a Power Substation near the Saron–Post Office new road to support the central area.

Construction of a new Vanapa Hall with a seating capacity of 2,000, along with additional halls, an auditorium, and ample parking facilities. The architectural design will be selected through a competitive process, with registration open from today and results expected on 29 May.

Development of a large water reserviour (Tuizem) and public seating areas at Baja Hill.

Creation of a beautiful park at Canteen Square and a public park between Vanapa Hall and the Baja Hill.

Establishment of an open amphitheatre near Post Office along the new road.

Provision for multi-level car parking and scenic viewpoints along the roadway.

Designation of green zones and walking trails across the whole area.

Beautification and redevelopment of Heritage Court and surrounding areas, including renovation of existing buildings, demolition of some structures, and construction of new facilities. Rs. 13 crore has been allocated for this component, to be executed by PWD.

Preparatory works, including machinery mobilization, have already begun.

It may be recalled that the Assam Rifles land was officially transferred to the Government of Mizoram on 15 March 2025. Within a year of this transfer, the groundwork for its redevelopment has now commenced.
