Guwahati, March 31: The Bharatiya Janata Party (BJP) on Tuesday released its ‘Sankalp Patra’ for the 2026 Assam Assembly elections in Guwahati, outlining its agenda centred on a “secure and developed Assam.”

The manifesto was unveiled in the presence of Union Ministers Nirmala Sitharaman and Sarbananda Sonowal, Chief Minister Himanta Biswa Sarma, and Assam BJP president Dilip Saikia.

Speaking at the event, the Chief Minister outlined key proposals in the manifesto, including implementation of a Uniform Civil Code excluding Sixth Schedule and Scheduled Tribe areas, measures against “Love Jihad,” and a plan to make Assam flood-free with an investment of Rs 18,000 crore in the first two years.

Other commitments include creation of two lakh jobs over five years and the establishment of one medical college, one university, and one engineering college in each district.

Dilip Saikia stated that the manifesto incorporates around 2.45 lakh suggestions received from the public and described the 2026 election as significant for the state.

Nirmala Sitharaman, addressing the gathering, presented economic data related to Assam, stating that the state’s GDP increased from Rs 2.24 lakh crore in 2015–16 to Rs 7.41 lakh crore in 2025–26. She said per capita income rose from Rs 1.03 lakh in 2020–21 to Rs 1.59 lakh in 2024–25. She also cited an increase in central transfers to Assam, stating that allocations rose from around Rs 10,000 crore during the Congress-led period to Rs 50,000 crore in 2025–26.

She further stated that since 2014, total financial assistance to the state has reached Rs 5.61 lakh crore, including an interest-free loan of Rs 27,000 crore. Sitharaman also referred to infrastructure developments such as construction of bridges over the Brahmaputra, expansion of the Northeast budget, rail electrification, and distribution of land pattas to tea garden worker families.

Sarbananda Sonowal said the manifesto reflects public input and is aimed at strengthening the state.

Polling for all 126 constituencies in Assam is scheduled to be held in a single phase on April 9, with counting of votes set for May 4. The BJP-led National Democratic Alliance is seeking a third consecutive term in the state, while the Indian National Congress is contesting to return to power.
