A joint body of civil society organisations, CSOs Kangleipak, has urged the Manipur government to convene an all-party meeting to deliberate on the upcoming and contentious Census exercise, citing growing public concern and protests across the state.

Addressing a press conference, convenor Shanta Nahakpam stated that conflicting statements by Tongbram Robindro and Chief Minister Yumnam Khemchand Singh have created confusion among the public. He stressed the need for a joint meeting involving both ruling and opposition parties to clarify positions and build consensus.

Nahakpam pointed out that while the BJP spokesperson has advocated for a Special Intensive Revision (SIR) and updating of the National Register of Citizens before conducting the Census, the Chief Minister has assured that the exercise will be carried out in a fair and transparent manner. The divergence, he said, has led to uncertainty among citizens.

The organisation also raised concerns over the government’s decision to appoint enumerators in the Henglep constituency of Churachandpur district, alleging possible political motivations and questioning the urgency of the move.

Further, Nahakpam highlighted issues related to illegal immigration, recalling earlier advisories from the Centre urging vigilance amid instability in neighbouring Myanmar. He questioned the current status of detected illegal immigrants and whether adequate measures have been taken to address the issue.

Drawing comparisons with Assam, where illegal immigration remains a key political concern, Nahakpam said a similar level of urgency is lacking in Manipur. He called on authorities to adopt a transparent and inclusive approach to the Census process to ensure public trust and stability.
