Manipur MLA Urges Time-Bound NIA Probe Into Tronglaobi Killings, Seeks Pre-Census Electoral Reforms

A Manipur legislator has written to Union Home Minister Amit Shah, urging a swift and time-bound probe by the National Investigation Agency (NIA) into the killings at Tronglaobi in Bishnupur district, while also calling for a series of electoral reforms to be completed before the upcoming national Census.

RK Imo Singh, MLA from the 11-Sagolband Assembly Constituency, in his letter dated April 13, described the Tronglaobi killings as deeply disturbing and demanded a “comprehensive crackdown on all such terror outfits.” While appreciating the NIA for promptly taking up the case, he stressed that timely action is crucial to restoring public confidence and upholding the rule of law in the conflict-affected state.
Beyond the incident, Singh raised broader concerns regarding the conduct of the national Census amid ongoing displacement in Manipur. He stated that the Census should only be undertaken after displaced persons currently residing in relief camps are properly rehabilitated in their original homes, noting that accurate house listing would otherwise be difficult.

The MLA outlined three key demands to be addressed prior to the Census. First, he called for the completion of the National Register of Citizens (NRC) in Manipur to ensure that democratic representation is limited to bona fide Indian citizens. Second, he urged the identification and removal of illegal immigrants and bogus voters from electoral rolls, highlighting reported anomalies that must be rectified before any delimitation exercise.

On the proposed Aadhaar–Voter ID linkage initiative of the Election Commission of India, Singh expressed cautious support but flagged concerns over the reported existence of around 65,000 fake Aadhaar cards under the previous state government. He termed it an “alarming revelation” and warned that such discrepancies must be addressed before any linkage process is implemented to ensure system reliability.

In his third demand, Singh sought constitutional protection for the 40 Assembly constituencies in Manipur’s valley region, proposing that these seats be reserved exclusively for indigenous people.

Drawing a parallel with reserved hill constituencies, he argued that such a move is necessary to prevent demographic imbalance and safeguard the socio-cultural identity of the region.

Referring to an earlier representation submitted on March 24, 2025, Singh said these concerns have been longstanding. He urged the Union Home Minister to treat both the NIA investigation and the proposed pre-Census reforms with urgency, linking their timely implementation to peace, stability, and constitutional integrity in the state.
