The 30-day budget session of the Mizoram Legislative Assembly will begin on Wednesday, February 19. This marks the fourth session of the 9th assembly since the Zoram People’s Movement (ZPM) took office in December 2023.
Governor Vijay Kumar Singh will deliver his inaugural address on the first day, while Chief Minister Lalduhoma, who also holds the finance portfolio, is set to present the state’s annual budget for the 2025-2026 financial year on March 4. This will be his second budget presentation.
On February 21, the assembly will pay tribute to the late former Prime Minister Manmohan Singh, who passed away on December 26, 2023. Chief Minister Lalduhoma will lead the obituary reference, recognizing Singh’s significant contributions to the state during his visits as Union Finance Minister and Prime Minister.
During the session, three key bills will be tabled, including the Mizoram State University Bill, 2025, the Mizoram Private Placement Agencies (Regulation) Bill, 2025, and an amendment bill. These will be reviewed by the members of the assembly.
State officials have emphasized that despite financial constraints, the Mizoram government is proceeding with plans for the establishment of a state university. The university will adopt a cluster model, integrating colleges and institutions into a unified framework, in line with the National Education Policy (NEP) 2020, which mandates that colleges affiliated with central universities like Mizoram University (MZU) will no longer be allowed after 2035.
If passed, the Mizoram Private Placement Agencies (Regulation) Bill, 2025, will regulate private placement agencies in the state, enabling them to send youths, particularly for domestic work, to foreign countries.
Ministers have received 819 starred questions and 96 unstarred questions, which they will address during the session. In addition, 85 private member resolutions and one official resolution will be discussed.
The budget session is scheduled to conclude on March 20, following the timetable set by the Business Advisory Committee, chaired by Assembly Speaker Lalbiakzama.
