Arunachal Cabinet Approves Key Reforms In Education Sector And Civil Services Structure

Itanagar, May 14: The Arunachal Pradesh Cabinet has approved major reforms in the education sector and restructured the Arunachal Pradesh Civil Service (APCS) to improve transparency, quality, and administrative efficiency.

As part of the education sector reforms, the Cabinet approved the Teachers’ Transfer and Posting Policy, 2025, which replaces the earlier 2019–20 policy. Transfers will now be conducted through the Teachers Registry Portal, a fully automated and transparent system aimed at ensuring fair and logical deployment of teachers and non-ministerial staff.

To strengthen higher education, 32 new teaching and non-teaching posts have been sanctioned for Arunachal Pradesh University in Pasighat. The Cabinet also approved the Marking Scheme Rules, 2025 for the recruitment of PGT and TGT teachers, aligning the process with NCTE norms to ensure quality standards in school education.

In the administrative sector, the Cabinet approved the restructuring of APCS. The number of Secretary posts has been increased from 3 to 8, and Additional Secretary posts from 8 to 13. The post of Extra Assistant Commissioner (EAC) has been redesignated as Assistant Commissioner to better align with functional responsibilities. The Personnel Department has been instructed to examine encadrement and cadre-related issues within two months.
