Arunachal Cabinet Approves Teacher Transfer Bill, Education Reforms, And Climate Progress

Itanagar, March 3: The Arunachal Pradesh Cabinet, led by Chief Minister Pema Khandu, greenlit sweeping reforms on Monday, targeting education, finance, health administration, employee welfare, and climate action, alongside key recruitment and pay proposals.

Education took center stage with five major approvals: a new bill to regulate teacher transfers via a transparent, tech-driven Teachers’ Registry Portal; professorship for college teachers under UGC 2018 norms; updated recruitment rules for college principals and physical education teachers; and revised seat reservations for diploma, PCM, PCB, and allied courses. Under the changes, 20% of seats previously reserved for non-APST candidates shift to open quota, with 80% retained for APST students.

The Arunachal Pradesh Transfer and Posting of Employees of Education Department (Regulation & Management) Bill, 2026, will be tabled in the Assembly session starting March 6, replacing the current policy with a statutory framework.

In administration, the Cabinet created 15 posts in the Finance and Accounts Service Cadre, upgraded grade pay for civil aviation charge-men, and granted pay parity for cooperation department inspectors, per pay anomaly committee recommendations. Health reforms included recruitment rules for deputy drugs controllers and senior food safety officers, aligned with national standards, plus a one-time relaxation for power department superintending engineers.

On climate action, the Cabinet released the Pakke Declaration Implementation Report-2025, tracking the 2021 Pakke Tiger Reserve–2047 initiative. Of 410 action lines across 75 strategies by 23 departments, 246 are complete, 70 ongoing, and 94 initiated, backed by Rs 802.6 crore in investments.

Officials reaffirmed the government’s focus on transparent governance, human resource growth, and sustainable development.
