Arunachal CM Pema Khandu Stresses Grassroots Governance At PAI 2.0 Workshop

Chief Minister Pema Khandu on Monday addressed the State Level Workshop on Panchayat Advancement Index (PAI) 2.0, emphasizing the state’s commitment to strengthening grassroots democracy through effective Panchayati Raj Institutions (PRIs).

Speaking at the event, Khandu said the workshop was not just a routine meeting, but a step toward ensuring better governance from the ground up. He emphasized that the PAI is a performance-based tool used to assess the functioning of PRIs in areas such as planning, transparency, service delivery, financial management, and citizen participation.

He also noted that Arunachal Pradesh is among the few states in the country to devolve 10% of State Owned Revenue directly to PRIs, calling it a “real empowerment” and a testament to the government’s commitment to decentralised governance.

The Chief Minister encouraged officers and trainees to ask questions and remain curious, stating that training becomes effective when driven by a spirit of inquiry.

The workshop concluded with the presentation of the “Panchayat Advancement Index (PAI) 1.0 PURASKAR” Awards to top-performing districts, blocks, and gram panchayats for their outstanding contributions to local governance.
