Arunachal CM Pushes For Tech-Driven Policing And Stronger Internal Security

Itanagar, Mar 2: Arunachal Pradesh Chief Minister Pema Khandu today emphasized strengthening internal security through technology-led policing and conviction-focused criminal justice at the inaugural session of a state-level conference for Superintendents of Police (SPs) and Commandants at DK Convention Centre.

Khandu highlighted the importance of enhancing cyber capabilities and digital forensics, and urged the activation of official police social media platforms to improve public awareness and transparency. He recommended forming a dedicated team under the Director General of Police (DGP) to manage these platforms responsibly.

On border management, the CM stressed vigilance along Arunachal Pradesh’s international boundaries with Bhutan, Myanmar, and China (Tibet), particularly in Tirap, Changlang, and Longding districts, to prevent extortion and drug trafficking linked to cross-border insurgents. He noted the absence of homegrown insurgency and called for the state to handle its security challenges independently while coordinating with central forces like the Assam Rifles.

Khandu announced a digital upgrade of the Inner Line Permit system under the Bengal Eastern Frontier Regulation, 1873, to enhance checks on illegal immigration. He also praised the state police for completing training under the new criminal laws—Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita, and Bharatiya Sakshya Adhiniyam—and implementing initiatives such as e-Suraksha, e-Summons, ICJS integration, Nyay Shruti, and mobile forensic vans.

However, he pointed out the low 30% conviction rate, urging a shift from arrests to convictions through better coordination with the law and judiciary departments and strengthening the State Forensic Science Laboratory.

The CM lauded police efforts in narcotics control, including the destruction of 16,000 acres of illicit poppy and cannabis, registration of hundreds of NDPS cases, major drug seizures, and dismantling an interstate vehicle theft syndicate. He assured budgetary support for the conference’s recommendations, with priorities including AI-driven policing, cybersecurity, narcotics control, women and child safety, and timely district-level follow-ups.
