Guwahati, May 16: Assam Chief Minister Himanta Biswa Sarma on Friday announced the approval of several key initiatives, including the establishment of an Amul dairy processing plant in the state, a foodgrain subsidy, increased pay for ICT teachers, and incentives for investors.

The Cabinet has approved the setting up of an Amul dairy plant with a capacity of 1 lakh litres per day on 20 bighas of land at the Institute of Farm Management Campus in Rani. The project is estimated to cost between Rs. 75 crore and Rs. 150 crore and is expected to benefit around 20,000 dairy farmers. This move is part of a memorandum of understanding signed during Advantage Assam 2.0.

A foodgrain subsidy scheme will be introduced from October 2025, providing masur dal at Rs. 69, sugar at Rs. 38, and salt at Rs. 10 to National Food Security Act beneficiaries in selected districts. The subsidy will be extended to all districts by November 2025, with commodities supplied in separate packets to allow consumers to purchase items individually.

To boost private investment and employment, two proposals under the Industrial and Investment Policy of Assam were approved, expected to generate about 1,000 jobs.

Additionally, the monthly honorarium for 1,313 part-time ICT instructors under the Dr. Banikanta Kakati Computer Literacy Programme will be increased to Rs. 20,000 from October 2025. The service guarantee age has been extended to 60 years. ICT instructors will also be eligible for benefits under the Mukhya Mantri Lok Seva Aarogya Yojana, Apun Ghar, and Apun Bahan schemes.
