Assam Cabinet Approves Major Reforms In Police, Employment & Urban Development

The Assam Cabinet, under the leadership of Chief Minister Himanta Biswa Sarma, has approved several significant decisions aimed at enhancing skill development, strengthening law enforcement, improving housing infrastructure, and fostering entrepreneurship across the state.

A key highlight of the meeting was the approval of the Chief Minister’s Foreign Language Initiative for Global Human Talent (CM-FLIGHT). This scheme will offer structured training in the Japanese language up to the JLPT N2 level, enabling eligible youth to seek employment in Japan under the Specified Skilled Worker (SSW) visa programme. Each selected candidate will receive a subsidy of ₹1.5 lakh and opportunities for short-term paid employment in Japan. The pilot phase will be implemented by ASEAN ONE Co. Ltd., Jaceex Ventures LLP, and Meiko Career Partners Co. Ltd.

To enhance law and order infrastructure, the Cabinet sanctioned ₹150 crore under the ongoing MOITRI scheme. In Phase 2, a total of 46 police stations are under development, with 32 already completed, including a cyber police station. The state has so far invested ₹1,500 crore to strengthen its police infrastructure.

In a move to improve administrative efficiency, the Cabinet approved the creation of 10 Co-District Superintendent of Police (CDSP) posts for the newly formed co-districts. These districts will become operational by August 15, 2025, with formal inaugurations scheduled for August 12, to be overseen by cabinet ministers.

The Cabinet also approved the Collective Infrastructure Development Scheme to upgrade essential services in apartment complexes. Eligible buildings—those with at least 16 units, 80% occupancy, and registered under the Societies Registration Act—will be provided with improved internal roads, drainage, electricity, water supply, parks, and disaster management systems.

To support innovation and entrepreneurship, the government has cleared the formation of the Assam Innovation and Startup Foundation, a Section 8 company under the Department of Innovation, Incubation and Startups (DIIS), which will work to strengthen the startup ecosystem in Assam.
