Assam Cabinet Approves MRO Policy 2025, Introduces Major Education Reforms

Guwahati, Nov 24: The Assam state cabinet, chaired by Chief Minister Himanta Biswa Sarma, on Sunday approved the Maintenance, Repair & Overhaul (MRO) Policy 2025, aiming to position Assam as Northeast India’s leading aviation MRO hub by 2030. The policy proposes the establishment of at least three world-class MRO facilities serving both civil and defence aviation, with projected cumulative investments of ₹1,500 crore and over 1,000 skilled jobs expected within five years.

To support high-value investments, the cabinet has set up a High-Powered Investment Committee, led by the Chief Minister, to oversee projects exceeding ₹10,000 crore. The committee will facilitate policy-level support, expedited approvals, customised incentives, and ongoing assistance for strategic investments.

In education, the cabinet approved the Assam Non-Government Educational Institutions (Regulation of Fees) (Amendment) Bill, 2025, which introduces stricter regulation of fees in private institutions, including minority-run schools under Article 30(1) of the Constitution. The legislation mandates transparent registration, fee fixation, and periodic renewal for all non-government educational institutions to ensure affordability and equity for students and parents.

The Assam Education (Provincialisation of Services of Non-Teaching Staff of Venture Educational Institutions) (Amendment) Bill, 2025, was also approved, providing a 6% annual salary enhancement for provincialised non-teaching staff. The move addresses long-standing demands for salary revision, offering financial relief and career progression for non-teaching employees.

Additionally, the government announced it will table the Mehta (Unofficial) Judicial Commission of Enquiry Report on the 1983 Assam election violence in the upcoming session of the Assam Legislative Assembly.
