Assam LoP Debabrata Saikia Writes To Gauhati High Court Over Deteriorating State Finances

Leader of the Opposition in the Assam Assembly, Debabrata Saikia, has urged Gauhati High Court Chief Justice Ashutosh Kumar to take suo motu cognisance of the state’s worsening financial condition, alleging violations of statutory fiscal norms by the government.

In his letter, Saikia cited breaches of the Assam Fiscal Responsibility and Budget Management (AFRBM) Act, 2005, and related constitutional provisions. He claimed that these violations have significantly contributed to a growing debt burden on the state.

According to official budget figures, Assam’s total debt has climbed to ₹1,84,463 crore as of July 2025, with a debt-to-Gross State Domestic Product (GSDP) ratio of 25.2 per cent. The Congress leader called for judicial intervention to uphold fiscal discipline and transparency.
