Assam To Donate GST Revenue From Zubeen Garg’s ‘Roi Roi Binale’ To Kalaguru Artist Foundation

The Assam government has decided to donate its share of Goods and Services Tax (GST) revenue from the upcoming film Roi Roi Binale to the Kalaguru Artist Foundation, founded by late singer Zubeen Garg.

Chief Minister Himanta Biswa Sarma said the cabinet approved the move to honour Garg’s artistic legacy and to support the foundation’s ongoing cultural initiatives. Although film tax exemptions are not legally permitted, the state will contribute its share of GST collected from the film’s box office income.

Under existing rules, movie tickets priced above Rs 100 carry an 18 percent GST, while tickets priced below Rs 100 attract a 5 percent GST. Of this, the state’s portion accounts for 9 percent and 2.5 percent respectively.

Directed by Rajesh Bhuyan, Roi Roi Binale is described as Assam’s first musical film and includes Zubeen Garg’s original voice recordings, with around 90 percent of his tracks retained from previous sessions.

The film is scheduled for release on October 31, a date chosen by Garg before his demise. The singer passed away in Singapore on September 19, reportedly due to drowning while attending the Northeast India Festival.
