The Assam Cabinet, led by Chief Minister Himanta Biswa Sarma, has approved a significant decision allowing only members of the Moran and Matak communities to vote in the elections to the Moran and Matak Autonomous Councils, respectively.
To implement this provision, the Cabinet has approved two ordinances — the Moran Autonomous Council (Amendment) Ordinance, 2025, and the Matak Autonomous Council (Amendment) Ordinance, 2025 — amending the original Acts of 2020. These ordinances redefine the council areas to include only those belonging to the Moran and Matak communities, as notified by the State Government.
However, the government clarified that the rights of other communities residing within these notified areas will remain unaffected.
Each autonomous council will have a 30-member General Council, of which 5 seats will be reserved for women from the respective communities. The amendments aim to ensure equitable development and greater representation of the Moran and Matak communities within their designated council structures.
