A fresh round of dialogue between the Ministry of Home Affairs (MHA) and a joint delegation of three major Meitei-based civil society organisations — AMUCO, COCOMI, and FOCS — began in New Delhi today at around 11 a.m., marking the third formal engagement aimed at resolving the ongoing conflict in Manipur.

A 19-member delegation representing the All Manipur United Clubs’ Organisation (AMUCO), the Coordinating Committee on Manipur Integrity (COCOMI), and the Federation of Civil Society Organisations (FOCS) is participating in the talks. The team was constituted after a joint meeting held in Imphal.

COCOMI coordinator Khuraijam Athouba said the delegation plans to highlight ground realities and urge the Centre to take time-bound measures for peace and stability in Manipur. The delegation is also expected to submit a memorandum focusing on four key issues — preservation of Manipur’s territorial integrity, reopening of national highways, rehabilitation of displaced persons, and enhanced security in foothill areas to support Kharif cultivation.

Though the content of today’s discussions remains under wraps, sources indicate that the focus is on restoring normalcy and addressing longstanding concerns over the Centre’s inaction.

The MHA is also slated to hold separate talks with Kuki armed groups under the Suspension of Operation (SoO) agreement on July 4.

This dialogue marks a renewed push for reconciliation following months of protests, memoranda, and appeals from the civil society groups since violence erupted last year. A formal statement is expected after the talks conclude.
