The Manipur Legislative Assembly on Wednesday passed the Manipur Appropriation (No. 2) Bill, 2026 during the evening sitting on the final day of its 7th Session.
The bill was adopted after a detailed discussion in which several members participated, including Okram Ibobi Singh, K. Meghachandra Singh, K. Ranjit Singh, Th. Lokeshwar Singh and Surjakumar Okram.
Replying to queries raised during the discussion, Chief Minister Yumnam Khemchand Singh said Deputy Commissioners of all districts have been directed to immediately extend assistance to those affected by the recent hailstorm across the state. He added that necessary expenditures may be met from available funds and would be reimbursed by the government.
Highlighting healthcare initiatives, the Chief Minister informed the House that over seven lakh people have availed treatment under the Chief Minister’s Health for All Scheme (CMHT) and Pradhan Mantri Jan Arogya Yojana (PMJAY) in recent years. He acknowledged discrepancies in the implementation of these schemes, noting that similar issues exist in other states, but assured that corrective measures would be taken soon.
He further revealed that around 110 applications had been cancelled by the Health Department after being found non-genuine. An administrative committee will be set up to probe suspected fake cases and fraudulent withdrawals under the schemes, with a report to be submitted within a month. Additionally, the Chief Secretary will convene a meeting of empanelled private hospitals within a week to enforce proper guidelines.
During the discussion, the Chief Minister also announced that seven new programmes under the Water Resources Department have been allocated for Thoubal district. He clarified that funds earmarked for women’s self-help groups are not election-related but intended for economically weaker sections and will be disbursed soon.
The Manipur Appropriation (No. 2) Bill, 2026 was later passed unanimously by the House. Following this, the 7th Session of the 12th Manipur Legislative Assembly was adjourned sine die.
