The 7th Session of the 12th Manipur Legislative Assembly continued on Tuesday with discussions and voting on the Supplementary Demands for Grants for the financial year 2025–26.
On the second day of the session, Chief Minister Y. Khemchand Singh laid several reports on the Table of the House. These included the Finance Accounts for the years 2023–24 and 2024–25; Report No.1 of 2025 of the Comptroller and Auditor General (CAG) of India on State Finances for the years 2023–24; Report No.2 of 2025 of the CAG on General, Social, Economic and Revenue Sectors for the year ended March 31, 2023; the Appropriation Accounts for 2023–24 and 2024–25; the 53rd Annual Administrative Report of the Manipur Public Service Commission; and the Manipur Anand Marriages Registration Rules, 2026.
The Chief Minister also moved the Supplementary Demands for Grants pertaining to various departments of the Government of Manipur. After detailed discussion, the House passed the supplementary demands to meet additional expenditure during the financial year ending March 31, 2026.
The departments whose supplementary demands were approved include State Legislature (₹26,70,24,000); Secretariat (₹2,55,36,000); Land Resources (₹4,67,49,000); Finance (₹8,47,81,46,000); Transport (₹13,25,45,000); Police (₹21,02,54,000); Public Works Department (₹1,45,35,41,000); Information and Publicity (₹25,00,000); Education (₹17,86,50,000); Medical, Health and Family Welfare Services (₹2,19,25,03,000); Municipal Administration, Housing and Urban Development (₹2,12,75,33,000); Tribal Affairs and Hills Development (₹1,71,15,21,000); Agriculture (₹19,78,71,000); Animal Husbandry and Veterinary including Dairy Farming (₹1,97,10,000); Environment and Forest (₹1,51,000); Textiles, Commerce and Industries (₹2,39,00,000); Public Health Engineering (₹3,47,68,94,000); Administration of Justice (₹1,95,24,000); Sales Tax and other taxes/duties on commodities and services (₹1,15,03,000); Fire Protection and Control (₹5,00,000); Rehabilitation (₹2,10,89,91,000); Minor Irrigation (₹90,74,00,000); Panchayat (₹92,82,43,000); Sericulture (₹38,00,000); Water Resources (₹1,37,92,37,000); Horticulture and Soil Conservation (₹6,98,85,000); Social Welfare (₹14,65,94,000); Tourism (₹5,99,10,000); Minorities and Other Backward Classes and Scheduled Castes (₹1,05,07,66,000); and Relief and Disaster Management (₹56,14,01,000).
During the general discussion on the Budget Estimates for 2026–27, MLA of Wangkhem Assembly Constituency K. Meghachandra Singh raised several queries and observations regarding the budget proposals.
Responding to the queries, Chief Minister Yumnam Khemchand Singh stated that ₹734 crore has been allocated in the 2026–27 budget for the rehabilitation and resettlement of Internally Displaced Persons (IDPs), assuring necessary support for affected families.
On the issue of women’s empowerment, the Chief Minister said that details of the budget allocation would be publicly notified.
Regarding road infrastructure, he said strengthening connectivity remains a priority, with ₹914 crore allocated in the 2026–27 budget under the Public Works Department and PMJSY schemes, supplemented by funds from the Ministry of Road Transport and Highways (MoRTH), the North East Special Infrastructure Development Scheme (NESIDS) of DoNER, and SASCI.
At the conclusion of the morning session, the House agreed to the introduction of the Manipur Appropriation (No. 1) Bill, 2026, which was moved by the Chief Minister.
Following this, the House was adjourned until 11:00 a.m. the next day for the next sitting.
