Manipur Govt Reaffirms Phased, Dignified Resettlement Of IDPs

The Government of Manipur has reaffirmed its commitment to the safe, phased and dignified resettlement of Internally Displaced Persons (IDPs) affected by conflict and law-and-order disturbances in the state.

Officials stated that a decline in violence since November 2024 has enabled the government, in coordination with security agencies, to begin a structured resettlement programme. The initiative is being implemented with support from the Ministry of Home Affairs, focusing on restoring normalcy and livelihoods for displaced families.

The state government has been providing essential relief measures, including food, drinking water, healthcare, education and employment support. From November 1, 2025, IDPs residing in relief camps have also started receiving assistance through Direct Benefit Transfer (DBT), allowing beneficiaries greater flexibility and dignity in accessing support.

Resettlement efforts are guided by a ₹523 crore allocation under the Resettlement and Rehabilitation Programme in the 2025–26 Manipur Budget. The strategy is being implemented in three phases—resettlement of families with partially damaged houses, beneficiaries under the Pradhan Mantri Awaas Yojana-Gramin (PMAY-G), and families requiring inter-district relocation between Valley and Hill districts.

Funds have already been released to Deputy Commissioners, including ₹35.46 crore for house construction and ₹9.26 crore for repairing partially damaged homes.

Progress is being monitored by a State Level Committee chaired by the Chief Secretary, along with district-level committees.
According to official figures, around 10,000 IDPs from over 2,200 households have been resettled so far, while construction of approximately 4,000 houses is currently underway.

To ensure safe returns, the government has deployed the State Police, Central Armed Police Forces and Assam Rifles/Army, alongside confidence-building measures in sensitive areas. Authorities emphasized that the resettlement process is being carefully phased to balance humanitarian needs with long-term stability.

Chief Secretary Dr. Puneet Kumar Goel stated that the government remains committed to enabling every displaced family to return home safely, with dignity and security, underscoring Manipur’s resolve towards a humane and sustainable resettlement process.
