Manipur: Konsakhul VA Condemns Alleged Weapon-Planting In Civilian Areas; Demands Disciplinary Action Against Perpetrators

Imphal, August 14:  The Konsakhul village authority on Thursday alleged that a country-made mortar was planted in Konsakhul area at the behest of Kuki Police personnel with the involvement of personnel from C/158 of the CRPF Battalion, and demanded accountability and disciplinary action against all personnel involved.

“It is a grave concern, and dismay that, on August 13, 2025, a country-made mortar (commonly referred to as Kuki Pompy) was planted in Konsakhul area at the behest of Kuki Police personnel from Leimakhong Police Station, with the involvement of personnel from C/158 of the CRPF Battalion, under the guise of search operation and area domination,” the Konsakhul village authority said in a statement.The Konsakhul village authority condemned the unprofessional and unethical conduct of the Kuki Police personnel from Leimakhong PS and the C/158 of the CRPF Battalion in the strongest terms.It also stated that on May 20, 2025, a similar operation was conducted in the village, during which Kuki Police personnel from Leimakhong PS, along with the C/158 of the CRPF Battalion, planted a country-made SBBL gun themselves and falsely claimed to have recovered it from the Konsakhul area.

These repeated and deliberate actions are attempts to incite ethnic conflict and tarnish the image of Konsakhul, a peaceful, law-abiding village. Such cheap tactics are dangerous, divisive and must be condemned unequivocally, the village authority stated, while adding that such behaviour was not only unbecoming of a disciplined force but also constitutes a serious breach of the oath taken by security personnel to uphold the Indian Constitution and protect its citizens without bias.

Weapon-planting in civilian areas, fabricating evidence, and misusing authority do not constitute national service, but rather act as a direct threat to the rule of law and public trust in state institutions, it stated.

It further mentioned that it cannot overlook the violent incident of April 5, 2025, when a contingent of Kuki militants and armed volunteers launched an unprovoked and brutal assault on Konsakhul villagers, including the village chief, chairman, and even the pastor.

The village authority claimed that the attack was carried out in front of Leimakhong Police personnel who were deployed there and alleged that the brain behind the calculated attack was orchestrated and planned by the OC of Leimakhong Police Station and Assistant Sub-Inspector Kamgin Vaiphei.

The village authority stated that no action has been taken against the perpetrators till date despite a formal complaint regarding the incident being lodged with the SP Office, Kangpokpi.

“These consecutive events have exposed the blatant bias, lack of professionalism, and systemic failure on the part of certain elements within the security forces operating in our region. The conduct displayed runs contrary to the ethical standards, duty-bound service, and neutrality expected from forces entrusted with safeguarding lives and maintaining peace during these trying times in our state, the village authority stated, urging the Manipur governor, the media, and human rights organizations to take serious note of the violations and ensure justice is delivered.
