Manipur Launches PM-NAPS Awareness Drive To Boost Apprenticeship And Local Industries

The Directorate of Craftsmen Training under the Skill, Labour, Employment and Entrepreneurship (SLEE) Department, Government of Manipur, today launched an Awareness Campaign on the Pradhan Mantri–National Apprenticeship Entrepreneurship Promotion Scheme (PM-NAPS) for the North East Region at Hotel Classic Grande, Imphal.

The inaugural function was attended by Anurag Bajpai, IFS, Additional Chief Secretary (Textiles, Commerce & Industry and Transport) as Chief Guest; N. Bandana Devi, IAS, Secretary, SLEE, as Guest of Honour; and Yaiphaba Longjam, MCS, Joint Director, Craftsmen Training, as President.

Speaking at the launch, Anurag highlighted PM-NAPS as a vital bridge connecting education, training, and industry. Noting that nearly 95–96% of Manipur’s industries are micro or small enterprises, he stressed the government’s focus on upgrading these units into small and medium enterprises by promoting local resources and expanding market access. He urged institutions and state departments to integrate apprenticeship programmes and expressed confidence that collective efforts would strengthen youth employability and support a self-reliant Manipur.

Guest of Honour N. Bandana Devi described PM-NAPS as one of the Government of India’s flagship schemes. She called for widespread awareness among youth and establishments, reminding that organisations with over 30 employees are mandated to engage apprentices. She cautioned against violations of the Apprenticeship Act, noting that apprentices must receive stipends ranging from ₹6,000 to ₹12,000. She also highlighted collaborations with NSDC International, MSDE, and Manipur University to improve foreign-language training for global job opportunities.

In his presidential address, Yaiphaba Longjam underscored the importance of apprenticeship as a powerful training tool combining theory with hands-on learning. He elaborated on the regulatory framework under the Apprentices Act, 1961, and said that the Directorate of Craftsmen Training serves as the implementing agency under SLEE’s supervision.

The event also featured the launch of the NAPS-2 Campaign Video and the North East Region Awareness Campaign on PM-NAPS by the Chief Guest. A seminar for students and establishments was conducted, and a promotional vehicle carrying PM-NAPS messages was flagged off to spread awareness across the region.

Officials, trainees, and students participated actively in the programme.
