The Public Health and Engineering Department (PHED), Manipur launched its first-ever online billing portal for water tariff payments covering Imphal Municipal Corporation (IMC) and Greater Imphal areas. The portal, accessible at https://bills.phedmanipur.com, was inaugurated at the PHED Main Office, Khoyathong, Imphal West.
The portal will serve registered consumers and households with water meters, enabling them to pay bills online with multiple digital payment options. Since its trial run in January 2025, PHED has installed 50,498 water meters and generated revenue amounting to ₹91,53,849.
Key features of the portal include accurate and transparent billing, 24×7 access to past bill history and payments, instant alerts for new bills and due dates, as well as quick grievance redressal facilities. Consumers will also receive updates on water conservation initiatives. The platform is expected to reduce manpower requirements for bill preparation and distribution.
A new consumption-based tariff system is also set to be introduced shortly. Additionally, consumers can now apply for new water connections online and avail assistance through PHED’s helpline number 080-4567-4629.
Speaking at the launch, PHED Secretary Hungyo Worshang (IAS) said the department’s immediate focus is on households under IMC and Greater Imphal areas. He urged residents to approach Water Supply Maintenance Division I (Khoyathong Office) for Imphal West and Division II (Porompat Office) for Imphal East for new meter installations.
Chief Engineer Shangreiphao Vashumwo, Superintending Engineer (Urban) Thokchom Bebina Devi, and other senior officials were also present during the inauguration.
