Manipur Relaxes Broadband Ban In Five Districts; Mobile Internet Still Suspended

The Manipur government has partially lifted the suspension of internet services in five districts—Imphal West, Imphal East, Thoubal, Kakching and Bishnupur—allowing broadband connections under strict conditions.

The decision comes after a review of the prevailing law and order situation and the difficulties faced by the public due to the internet shutdown, which affected offices, courts, healthcare services, education, and other essential online facilities.

As per the order, broadband services (ILL and FTTH) will be restored in a regulated manner. Users must comply with several conditions, including no use of Wi-Fi hotspots, mandatory blocking of social media and VPNs, MAC address binding, daily password changes, and strict monitoring to prevent misuse. Any violation will invite legal action, and subscribers will be held personally responsible.

However, the government has decided to continue the suspension of mobile internet and data services, including VPNs, citing concerns over the spread of misinformation and the potential for unrest.

The order has been issued under the Temporary Suspension of Telecommunication Services Rules, 2024, and will be enforced with immediate effect.
