Manipur: Tension Flares At Phugakchao Ikhai As IDPs Clash With Security Forces During Return Attempt

Tension erupted at Phugakchao Ikhai in Bishnupur district on Friday evening when a large group of internally displaced persons (IDPs) from Churachandpur, Torbung Bangla and several abandoned villages attempted to march back to their native homes. Security forces intercepted the group and fired tear gas shells after the situation escalated.

The displaced families, originally from areas along the Bishnupur–Churachandpur border, had gathered in large numbers demanding safe passage to their abandoned settlements. Their movement was halted at Phugakchao Ikhai, the last point Meiteis are permitted to cross, leading to tense confrontations. Tear gas was deployed when protestors insisted on moving ahead despite repeated warnings.

One protester said the IDPs were compelled to march after the administration under President’s Rule proceeded with hosting the Sangai Festival, projecting an image of restored normalcy. He argued that if the state is secure enough to hold a major tourism event, displaced residents should also be allowed to return home. “We left our homes more than two and a half years ago. If the Sangai Festival signals normalcy, why can’t we go back? True normalcy will be when displaced people can return to their villages,” he said, adding that agitation would continue unless the government provides escorted resettlement.

Earlier the same day, another protest broke out in Imphal East when IDPs attempted to march toward the Sangai Festival venue at Hapta Kangjeibung. Security forces stopped them at Khurai Lamlong, where a scuffle ensued and tear gas was reportedly used to control the crowd.
