Conrad Sangma on Wednesday said that a Cabinet meeting of the Meghalaya government approved multiple policy decisions, including employee service conditions, a provident fund scheme, tax revisions, and new service rules.
The Cabinet approved the service conditions of regularised ad hoc employees, including provisions related to seniority and promotion. Ad hoc appointments made prior to 2007 had been regularised earlier, with several employees subsequently promoted. However, issues arose during pension processing, particularly for retired employees, regarding whether benefits should be calculated based on regularised or promoted posts. To address this, the Cabinet approved a one-time condonation to recognise promotions made as per prescribed rules, enabling eligible employees to receive salary and pension benefits based on their promoted posts.
The Cabinet also approved the implementation of the Meghalaya Non-Government School and College Employees Centralised Provident Fund Scheme, 2026. Officials stated that while employees had been contributing under existing provisions, there was no structured government mechanism to manage these funds. The approved scheme aims to provide a formal framework for managing contributions and ensuring access to provident fund benefits.
In another decision, the Cabinet agreed to reduce the Value Added Tax (VAT) rate on methane gas used as Compressed Natural Gas (CNG) from 14.5% to 5%, aligning it with rates in other states. The move is intended to support a competitive environment for agencies operating in the sector.
The Cabinet further approved several regulatory frameworks, including the Meghalaya State Allied Health Council Rules, 2026; Meghalaya Science and Technology Cell Service Rules; Meghalaya Integrated Economics and Statistics Service Rules, 2026; and the Meghalaya Subordinate Integrated Economics and Statistical Service Rules, 2026.
Additionally, approvals were granted for the naming and renaming of various roads and localities. These include renaming “Blessed Mother Teresa” road to “Saint Teresa Road,” “Rev Nichol’s Roy Road” to “Rev J.J.M Nichols Roy Road,” and naming roads such as “Utpal Rabha Road” and “Dr. Friday Lyngdoh Road,” among others.
