Meghalaya Pollution Board Takes Action Against NHIDCL, Imposes Rs 15 Lakh Fine For River Pollution

Shillong, Nov 8: The Meghalaya State Pollution Control Board (MSPCB) has imposed a fine of Rs 15 lakh on the National Highways and Infrastructure Development Corporation Limited (NHIDCL) for polluting the Umngot river in West Jaintia Hills district.

The penalty follows an inspection which found that soil run-off and construction debris from the JICA-funded Shillong–Dawki Road project were contaminating the river’s tributaries. The Umngot, previously known for its clear waters, has become visibly turbid in recent months, raising concerns among residents and environmental groups.

MSPCB Chairman R. Nainamalai directed NHIDCL’s General Manager (Projects) to pay the fine within 15 days. The violations were booked under the Water (Prevention and Control of Pollution) Act, 1974, the Air (Prevention and Control of Pollution) Act, 1981, and the Environment (Protection) Act, 1986.

The board has also asked NHIDCL to submit a detailed report on the causes of pollution, steps taken for remediation, and measures to prevent future contamination. Officials warned that non-compliance could lead to additional penalties or suspension of work.

Authorities noted that excessive dumping of excavated soil and construction waste along river slopes has seriously affected water quality and aquatic life. Environmental activists welcomed the board’s action but urged continuous monitoring to ensure sustainable construction practices.

The Shillong–Dawki highway project, aimed at improving connectivity to the India–Bangladesh border, continues amid concerns over environmental management.
