Shillong, April 7: Meghalaya’s Voice of the People Party (VPP) has written to Prime Minister Narendra Modi seeking a balanced approach to the proposed amendments to the Foreign Contribution (Regulation) Act (FCRA), emphasizing the need to protect NGO assets and ensure uninterrupted delivery of social welfare services.
In its representation, the VPP expressed concern over provisions that allow the government to take control of assets of organizations whose FCRA registration is cancelled. The party stated that while transparency, accountability, and national security are important, the proposed measures raise questions regarding proportionality, due process, and potential misuse.
The VPP noted the significant role of institutions in the Northeast many run by minority communities, including Christian organizations—in providing education, healthcare, and rural development, particularly in remote areas. The party warned that any uncertainty over asset ownership could disrupt these services and affect numerous beneficiaries.
The VPP has requested that amendments ensure national interests are protected without undermining civil society’s contributions to social development.
The FCRA Amendment Bill, introduced in the Lok Sabha on March 25 by Union Minister of State for Home Nityanand Rai, aims to enhance transparency in foreign funding and prevent its misuse against national security. The bill is currently awaiting discussion in the House.
