MPCC Flags Irregularities In IDP Housing, Demands Probe And Timely Rehabilitation

The Manipur Pradesh Congress Committee (MPCC) has raised serious concerns over the condition of Internally Displaced Persons (IDPs) in the state and demanded urgent, transparent action from both the State and Central governments.

In a letter to the Governor of Manipur, MPCC President Keisham Meghachandra Singh alleged large-scale irregularities in the construction of prefabricated houses for IDPs, claiming the process was carried out without public tender and hinting at possible misappropriation of funds. “There is a strong indication of public loot involving hundreds of crores,” Meghachandra stated.

Following visits to relief camps and prefab construction sites in Moirang, Phubala, and Saiton (Bishnupur district), the MPCC president accused authorities of paying for materials that were never delivered, leaving displaced families without vital support.

He demanded that all financial aid meant for IDPs be directly transferred to their bank accounts, bypassing intermediaries, and called for an independent or judicial inquiry into alleged financial mismanagement related to prefab construction and relief fund distribution.

Meghachandra also criticized the State’s rehabilitation roadmap, saying the Chief Secretary’s assurance of phased resettlement by December only involves relocating IDPs to temporary shelters—not returning them to their original homes. He alleged that the government lacks both policy and intent to restore the displaced to their native districts, further deepening communal divides.

The MPCC has demanded a thorough audit of all funds released for relief and rehabilitation since May 3, 2023.
