Manipur Chief Secretary Prashant Kumar Singh today stated that peace is gradually returning to the state, and the government is working towards resettling all Internally Displaced Persons (IDPs) by December 2025—either in their original homes or in temporary shelters constructed by the government.
Speaking to the media on the sidelines of the 2nd Foundation Day celebration of the Manipur State Commission for Scheduled Tribes (MSCST) held at Sangai Hall, Hotel Imphal, Singh said that phased resettlement efforts will begin this month. The relocation of IDPs from relief camps to their localities will be carried out in three phases—July, October, and December.
He further informed that discussions are ongoing to facilitate the safe return of IDPs from relief camps in Churachandpur and Kangpokpi districts. For those whose homes were completely destroyed or remain uninhabitable, pre-fabricated housing units will be arranged. Individuals unable to return to permanent residences by year-end will be shifted to these temporary shelters, with the goal of shutting down all relief camps by December.
Addressing speculation about a possible visit by Prime Minister Narendra Modi to Manipur in early July, the Chief Secretary clarified that the state government has not received any official communication in this regard.
On administrative matters, Singh announced that the shifting of government offices to the newly built Civil Secretariat complex at Mantripukhri will begin this month, with the formal inauguration expected soon. Government offices currently functioning from both the old and new Secretariat buildings in central Imphal will be consolidated at the new complex.
He also revealed that several key infrastructure projects are in the pipeline, including the construction of the new Manipur Police Headquarters, an IT Park, and new Manipur Bhavans in Dwarka (New Delhi) and Kolkata.
