Gangtok, Feb 11: The Government of Sikkim on Wednesday signed a Memorandum of Understanding (MoU) with the Capacity Building Commission and Karmayogi Bharat at the Tashiling Secretariat to strengthen civil services under the Mission Karmayogi framework.
Mission Karmayogi, an initiative of the Government of India, aims to enhance public administration through continuous capacity building, competency-based training, and digital learning.
Chief Secretary R Telang highlighted that the MoU would help align training with defined competencies and performance outcomes. He urged state officers to adopt structured training and capacity building plans to improve service delivery and coordination.
Chandralekha Mukherjee, Principal Consultant, Capacity Building Commission, emphasised the role of technology and AI-enabled training, noting that iGOT Karmayogi, the digital platform under the mission, provides personalised learning pathways, competency mapping, and digital tracking of progress for officials.
Dr R Balasubramanium, Member (HR), Capacity Building Commission, outlined the Karmayogi Competency Model and initiatives such as Capacity Building for Viksit Panchayats and Rashtriya Karmayogi Large Scale Intervention to promote citizen-centric governance and future-ready bureaucracy.
Soumi Banerjee, General Manager, Karmayogi Bharat, explained the operational aspects of iGOT, including state-specific content, AI-driven capacity building plans, and tools for monitoring and assessment.
The programme was attended by state officials, secretaries, and representatives from the Capacity Building Commission and Karmayogi Bharat.
