Tripura: ‘Happiest Hour’ Gets Legal Green Light After High Court’s Ruling

Agartala, November 04, 2025: The Tripura High Court on Monday overturned the district administration’s decision to cancel the license of “Happiest Hour,” a bar-cum-restaurant in Agartala that had faced intense public backlash since its inauguration in September.

The establishment, located atop the UD Bhavan adjacent to Rabindra Satabarshiki Bhavan, a cultural landmark was accused of operating as an unauthorized nightclub. Allegations surfaced that the venue hosted late-night parties, served alcohol beyond permissible hours, and conducted dance events in violation of excise laws. On its opening night, loud music reportedly disrupted the neighborhood, prompting intervention from West Agartala police. The incident sparked widespread criticism and raised questions about the government’s licensing practices.

In response, the district administration revoked the bar’s license, citing multiple violations of excise regulations by licensee Gautam Debnath, including serving liquor past 11 PM and hosting dance performances. However, Debnath challenged the cancellation in the Tripura High Court, arguing that his license permitted the sale of liquor and that the revocation was unjustified.

The case was heard on October 30 and 31, and the verdict was delivered on November 3. A single bench led by Justice Amarnath Gaur ruled in favor of Debnath, nullifying the administration’s cancellation order. Debnath’s legal counsel confirmed the decision to the media, stating that the court found procedural lapses in the administration’s action.
